Both rstaurants are not very good.

1. Both rstaurants are not good.

2. Not both of the restaurants are good.

3. Nether of the restaurants are good.

Is the sentence 1 the same with 2 or with 3 in meaning?

Only the third would be natural - if you spelt 'neither' correctly and changed 'are' to 'is'.
