Both of and of ...as well

Most recovering heroin addicts seek to be free both of drug dependency and of prejudicial treatment as well.

In the above sentence the use of as well seems unnecessary to me, making the sentence incorrect. However, this sentence is correct and I am not able to figure out why? Can somebody explain. I feel this sentence should say Most.....free both of .....and of....treatment.
