Both correct?

Hi.

There was a decrease in expenditure of 0.7%.
There was a decrease of 0.7% in expenditure .

Are both the above sentences correct? Which is more natural?

Those are correct and understandable, but it's more natural to put the percent next to 'decrease' and to use the plural 'expenditures'. 7% decrease in expenditures. CJ

The only part I don't understand is that "m". Is that "million"?

It's just that I'm used to seeing numbers spelled out differently.

I assume the full number was 5,544,000,000. I usually see that in print as

$5,544 million

With numbers that large, you also see rounding thus:

$5.5 billion

I just thought of an alternative.

dropped from 22.2% in 1995 to 21.5% in 1996.

You can also use that if you don't like the repetition in "from ... to ... from ... to".
