Borrow: To receive money (or any object) from someone with the intention of returning it at a later date with interest.

When I want to borrow money from you, I ask you to lend it to me.

It's a matter of perspective: the person who gets/takes the thing and promises to return it borrows it.
The person who owns the thing but allows another person to take it (and give it back later) lends.
