I mean something like this: He condemned that fear (which was) born of ignorance.

The reason I use 'that' is to specify this fear, not just any fear but only that fear born of ignorance.

Your grammar is good, Anon. I think the problem is that it is a little too terse, hence a little hard to understand at first glance. Perhaps:

He condemned fear that is born of ignorance.
