Speaking of a book that I read recently.

For me it wasn't very entertaining. Or

To me it wasn't very entertaining.

What's the difference between each usage and can both be used?

Both can usually be used with no difference in meaning, as here. 'For' is more usual, I think. If you rearrange them, you may agree: It wasn't very entertaining for me.
