It is also used for temperature, in a slightly different form. That cold, wet wind chills clear to the bone.

Is 'bone chilling' a common term?

Having said all that, it's not a common term in spoken conversation.

Nobody is going to walk into their office and say to their colleague,'Good morning, Mary. It's bone chillingly cold today'.
