bonded on reinforcement

Dear all,

I need help in understanding the following sentence:

The rolling load required for this calculation must be conducted on test pieces with identical bonded on reinforcement.

Could it mean that those test pieces shall be identical with the materials provided with reinforcing skins?

Thank you in advance

I suspect that there is a hyphen missing—"bonded-on". The reinforcement is bonded on, whatever that means.
