Bobbing -above the crowd meaning?

Hi, what is the meaning of " head bobbing-above the crowd" in this text?

He had already noticed, out of the corner of his eyes, this tall young lawyer, head bobbing-above the crowd, an intent and anxious look on his face, homing in on him.

Thanks

For example, the person was taller than the other people in the crowd. As they walked, their head moved up and down relative to all the other heads in the mass of people. (Example: the woman circled in this picture.)
