Bob wants to make a room where as many people as possible can get together.

Is the following sentence correct?

Bob wants to make a room where as many people as possible can get together.

It sounds a little bit odd to me. I think "as many people as possible" can't be the subject.

The sentence seems fine to me. As many people as possible is a noun phrase, which can be a subject.
