Hello everyone,

I'm somewhat confused about figuing out the structure and meaning of the part underlined in the sentences below.
What do you think "hard-core residents" is in this context?
And for the other parts, is it correct to understand that many T-shirt shops as well as hotels and restaurants close the shops when the first snow comes?

As for the second question, I don't understand the meaning of 'surf spots' and the parts at all?

Would you take a look at them and let me know any idea you would have?
