Here, a is not correct? The answer sheet says only c is correct.

Can anyone explain why a is not correct while c is correct?

Hi, The underlying structure is eg They are portrayed as + ( adjective or adjectival phrase) Thus, you can say eg They are portrayed as greedy eg They are portrayed as laughing. eg They are portrayed as having paperwork But not eg They are portrayed as they have paperwork... That's why you say the slightly more complicated Police have much more paperwork than they're portrayed as having.
