Blue Cards procedure

Hello,

In Poland we have the Blue Cards procedure which means that the police give blue card to families where violence occurs. I'd like to ask you if I can say that the police start/run/initiate/launch the procedure and if I can replace give with a more formal word, such as issue, e.g. "In 2017 X cards were issued to victims of domestic violence."
