Blow on something (mouth)

How would you naturally phrase this?

What is it that comes out of mouth when you blow? The air?

She lay next to me in bed blowing on my neck.

I was asleep. She was blowing on my neck which woke me up.

The breeze/air/blow woke me up.

He was hot so I blew on his face to cool him down. The blow cooled him off. (Is it cool down or cool off?)
