Blanket judjgement

Hi

I have often seen the idiom blanket judgement (if it is an idiom) in newspapers and magazines. I couldn't find its meaning online; could you please help? Is the use common among native speakers?

Without wishing to give a blanket judgement, I'd say that...

Thanks,

Tom
