Black dress "with" or "and" high heels?

I thought that we say that somebody wears something and something (for example a shirt and trousers) until I met this sentence:

She wore a sexy black dress with high heels.

Is it correct? Or maybe I was mistaken earlier? is there any rule when to say and or with in such contexts?

No. It's just the idea that the heels went with the dress. (They looked good together.)

We say "to go with" when things are appropriate in combination.

Does this tie go with this shirt?
He wore his new tie with his blue shirt.

She wore a **** black dress and high heels - means that somebody simply states a fact what other person wore, with no implications, yes?
