Culture, usage, regional dialects, personal preference all play a role. Many romance languages have letters that are not pronounced. As far as I know, there is no rule. You'll just have to use the language to find out which letters are pronounced and which are not.

It depends on whether "ham" is stressed or not. Stress changes the vowel quality.
