Thank you.

So I think I should say, "He is my biological cousin brother". Is this correct?

You cannot have a "brother cousin" or a "brother sister" - they are exclusive terms. A brother/sister is a sibling with the same parents as yourself. A cousin is the offspring of your father's or mother's siblings.

What I mean is that you must remember that he = male and she = female. So "he" cannot be your sister.
