Only use of 'binder friend' I can find on-line is this from a forum called Binder Bulletin:

"Ok, i admit it it is my fault, I went swamp wheeling with a binder friend of mine down in gator country and we were waist deep in the water and sand for more than a hour straight.

OK, it seems to be a slang (derogatory?) name for Eastern Indian people, used in a the Vancouver area (making reference to the turban).
