Billing some snow showers



Hi,



I am doing a dictation and have a question. The part is :



The fog is in new York, billing some snow showers. Another big storm in the west coast, so delays in san francisco.

The underlined part sounds to me, "billing". Is it correct usage, "billing some snow showers"? It was not "spilling", it really sounded "billing".

Oddly enough, it is Billings (Montana). For some reason, Billings is one of only three of four cities shown on the weather map the guys are talking about -- San Francisco, Billings, New York, and (if I remember correctly) Raleigh. For some reason, he is predicting the weather in New York, Billings and San Francisco in rapid succession. Very odd. Why Billings?
