I think this use of the double possessive is not necessary.

Am I right?

I did some further research, and I come up with the following:

The apostrophe is required because 'if we are to substitute 'Tommy' with a pronoun, we would use the possessive pronoun 'his', not the possessive adjective'.

If by 'possessive adjectives' you mean my/your/his/her... and by 'possessive pronouns' you mean mine/yours/his/hers..., then yes, you are right.
