You can use it - it's a real word that can be looked up. But I'm considered to have a pretty big vocabulary, and it wasn't in mine. So I would not get your meaning if you did use it. So if you're writing to people like me, I would not use it.

No, I write for a living. My job is to make meaning as clear as possible without making the reader "work" to understand.

Well, originally, I was thinking it was "uppity." But that has some SERIOUSLY negative connotations here and I would strongly advise against using it.
