I think the writer may have been a little too casual in the use of proposal, but a company may resond to RFPs, which are "Requests for Proposals." The response they prepare can also be thought of as their bid. So all this means is that the companies who wish to offer a bid must resond by the deadline. It would be more clearly written as "Bids in response to the request for proposals..."
