Though I am not 100% sure I can rule out B.

"Between" would only work here if it were the case that one of the two most visited parks lay to the west of Yosemite, and the other to the east of Great Smoky Mountains. Then Yosemite and Great Smoky Mountains would indeed be "between the most visited". Of course, this isn't the case
