Can I say:

I can watch TV between 7-9 hours?

It depends on what you mean!

I can watch TV between the hours of 7 and 9.
I can watch TV between 7 and 9 p.m. (or a.m.)

I can watch TV between 7 and 9 hours a day.

Though there may be some context which would make your word order more acceptable,
that would be more likely, spoken, by me at least:

Can I watch TV between 7 & 9?

It is certainly acceptable to ask it this way.

It could also mean that you watch tv for at least 7 hours but no more than 9 hours. I hope that means per week, not per day.
