Between and Among

#1 Between the students in the class which is the best?

#2 The U.N.O. insists on better understanding between the countries of the world.

I would use among here, but it is wrong. I asked a question related to this here some time ago. I was answered that if there are more, and each is identifiable, 'between' is also used (with example He divided his winnings among his friends).

But the question is #1 and #2 I don't think each student and each country is identifiable here. Or I am understanding it in wrong way.
