(b) between five and ten minutes 43,300 hits
(c) between 5 to 10 minutes 184,000 hits
(d) between 5 and 10 minutes 76 hits
The number of hits of (d) is extremely small. I’ve found the same tendency with a few other numbers (like 10 and 20). Is there really a tendency that “to” is much more preferred when Arabic numerals are used?

These Google hit counts may in any case be little more than large random numbers, but whatever the numbers say, "between X to Y" is wrong (albeit no doubt a common mistake) whether X and Y are Arabic numerals or not. Correct is "between X and Y".
