best way

Hello
Can somebody please advice me about the following sentences
Chicago children are performing better in school
Children in Chicago are performing better in school
Chicago's children are performing better in school
I not sure which is best to use particularly in formal writing.
And I'm not sure about using "Chicago like an adjective in the first oneeven though I know it is OK to write Chicago buses.
