In Britain, it's "best practice".
I believe that America spells it as "best practise".

Yes, I think Matti was probably getting confused with "licence".

As I understand it (i.e. this is probably Dead Wrong), it's:

Noun Verb Gerund
UK: practice practise practising
US: practice practice practicing
