Best left... ?

Hi,

1) Whether any country can actually possess the land on which it is constitued is q question best left to philosophers.

What kind of structure is that? Isn't it better to write: is better leave to philosophers.

2)I have a test in near future which I had to score perfect. But in my practices I have many problems in grammar. I have to score 85% which now in 60%. Having some steady problems with especially "Adjective Clause", never could score more Emotion: stick out tongue Emotion: smile... Do you have any refrence ro study it in detail and perfectly?
