Best interpretation of "coherence" in this context ?

Hi everyone~ In the following sentences, what do you think is best interpretation of the word "coherence" in this context? I'm confused and not sure whether it means "the state of sticking together" OR "logical and orderly and consistent relation of parts". For your reference, I put somewhat long writing here. It won’t be professional development (too disconnected from implementation). It will be collaborative cultures because they have the day-after-day learning built into purposeful interaction. We have detailed “professional capital” cultures as consisting of three parts—human capital (the quality of the individual), social capital (the quality of the group), and decisional capital (expertise at making decisions based on evidence). Districts that expect and develop collaborative cultures within schools, that use network strategies for schools to learn from each other, and that form two-way partnerships between schools and the central district are in effect mobilizing the power and identity of districtwide engagement.

I think the same. 'Coherence' in the sense of 'sticking together' generally refers to glue.
