Best-effort

Unspecified bit rate (UBR), which is a best-effort service where the application, such as e-mail and file transfer, does not require QoS.

It is also a best-effort low-cost service that is used for services similar to ABR.

UBR is a laissez-faire class of service providing best-effort delivery.

Do best-effort service require hyphen, please advise.
