Bent back

Hello....

The “back” in the below means (A)the adverb “back” as in “come back” or (B) the back as in “He hurt his back”?

Looking through the bent back tulips to see how the other half lives.

I think it's intended as an adverb (the tulips are bent back, i.e. bent backwards). I would prefer a hyhpen: "bent-back tulips".
