Hi.

Benchmark --- does it normally mean a numeric interim goal in business, which once you have achieved you may change for the better?

So it's not a goal, per se. It is just a point you will measure youself against. Usually, you would look at what others in your industry do, and use that as a benchmark. Or the results of a survey the first time you take it become your benchmark, against which you measure future changes.
