'bench scientists'?

Hi,

Please have a look at this:

Many R&D organisations were developed in much more profitable times and a lot of overhead and administrative cost have accumulated. Now the economic contraction and liquidity crisis should promt you to reflect on how you can reinvent your function and reorganises is activities, bearing in mind that R&D is for bench scientists, not administrators.

What does 'bench scientists' mean?

Many thanks,

Nessie.
