Bell talk

Hello,

can you explain me what is Bell talk?

Here's an excerpt from a book I'm reading, and it's just something that left me wondering:

"'I list one bookstore called the Fourth Avenue Bookshop,' the operator said, and she gave me the number.
'Can't you gime me any others? They're all down there in a clump.'
'If yew we-ill give mee they-re names, I can help you,' the operator said, speaking Bell talk."

Thank you for your help!

What is the typical tone and style of this company? Is the operator trying to be clear or something else entirely? Arrogant?

No, no—it is just the style of an operator—like a receptionist—who responds to many calls in the same way day after day.
