Believing with you that?

1)Does "Believing with you that" mean "Yes like you, I also believe that"?
2) Does "that he owes account to none other for his faith or his worship" mean "that Man should explain his faith or his worship"?
3) Does "the legitimate powers of government reach actions only, & not opinions" mean "the legal powers of government can only control people's actions only, & not control people's opinions"?
