Believing

He tends to give negative comments on that problem, believing that there is no way to make it through.

About 'believing' in bold, does it modify 'tend to give...' or '(to) give...' only?

Hi Taka I may look at the participle from a different point of view but I cannot associate it with the verbs you mention. For me, believing is a clause equivalent that is used instead of because he believes. The participle introduces a causal clause, or a causal clause equivalent as I was taught to call them when I attended school in the late Middle Ages.
