Does this term mean probability?

If a person is talking about a lottery and he says "I don't believe in odds anymore", what's he implying?

I suspect he's implying one of two things, both ill-advised:

(1) The lottery is rigged.

(2) I've played enough times so that I should have won by now, if the laws of probablilty are correct. Therefore they are not.

Edit. Afirmative on "probability" = "the law of averages."
