He foresaw stem cell therapies being manufactured, bottled and stacked in hospital freezers.

please explain how being+past pariticiple is used here and what does it mean???

It is nonfinite passive voice:

It is only different in that 'be' is in a nonfinite form

Apple manufactures iPods. - active finite

IPods are manufactured by Apple. - passive finite

Apple manufacturing iPods, the company is very busy these days. - active non-finite

IPods being manufactured by Apple, they are very well constructed. - passive non-finite
