(being), relative pronoun omission?

1. Being knowledgeable and experienced, decision-makers have collected and stored much information in their minds and thus can use this information to form a judgement.

2., Decision-makers being knowledgeable and experienced have collected and stored much information in their minds and thus can use this information to form a judgement.
[Decision-makers (who are) knowledgeable and experienced have....]

Q) I think the structure of #1 is something to do with #2, in particular the structure I converted in square brackets.
Is #2 possble? It is okay but doesn't sound as good as #1?

3. Situated at an elevation of 1,350m, the city of Kathmandu, which looks out on the sparkling Himalayas, enjoys a warm climate year-round that makes living here pleasant.

4. The city of Kathmandu (which is) situated at an elevation of 1,350m, which looks out on the sparkling Himalayas, enjoys a warm climate year-round that makes living here pleasant.

Q2) Just like #1 and #2, I think #3 is something to do with #4. So #4 is possible structure but because of the "which" part, #4 is not as natural as #3, is it?
