Being recorded

I saw the following in one of the corner shops(One stop in Leeds).
Images are being monitored and recorded for the prevention of crimes and public safety.
Please explain the use of the present progressive passive here- being monitored ... .
Shouldn't it be the present simple- are monitored and recorded instead?

That could work too, but the progressive tense gives a stronger sense that this is happening right now.
