Being published/ published

Blood of the Innocent was their first attempt at a horror comic. An epilogue for the series appears in the first (and only) Warp Graphics Annual along with other short stories by authors and artists then being published by Warp.

I think "being published by Warp" modifies "Warp Graphics Annual," and that to express the ongoing publication or the publication being due, the writer used not "published," but "being published."
I'd like to know if my assumption is right.
