Being Prepared
I'm confused about "in preparation" and "being prepared":
1 "The report is still being prepared."
2 "The report is still in preparation."
3 "The space shuttle is still being prepared."
4 "The space shuttle is still in preparation."
Google searches suggest the 1 & 2 are correct and same. But 4 is not correct. Is 4 okay according to native speakers?
