I have __been____ in the same department since 1991.

why being is wrong?

Here you are taking about past and present. When you talk about present then you say I work in this department.

Here we are using present perfect.The action has been happening since 1991 ans is still continuing so we use been.Here you are taking about past and present.
When you talk about present then you say I work in this department.
