Being or becoming

There is no shortage or lack of bribetakers in India who leading or taking this country to the downfall . Now being/becoming a bribetaker and to join the brotherhood is not the cure but to uproot them is the cure.


Please correct this I am very confused about the usage of being and becoming in such cases.
