Being held vs will be held

"Please see attached an invitation to the ESM Celebration event being held on Nov 8th. It would be great to get a table from Pharmacy together to go.
The event is free and much fun was had last year at it.
If you’d like to attend can you let me know asap.
Also it would be great to have pharmacy featuring in the nominations. So please consider filling in a form and sending directly to ..."
Thanks

Why does "being held" is preferred over "will be held" in the given context?
Is "being" used to form the present passive? Is it because it's fixed?
