The two sentences are mostly functionally similar, and I doubt that many native English speakers would be confused by either of them. " In this sense, "behind" implies something hidden behind something else, such as in, "the brick wall behind the facade". ) "Behind" implies that you are facing something (thing A) which is also facing you, and there is something else (thing B) on the other side of the thing you are facing.

  • " "Beyond" implies a forward movement, and you must first get through something (thing A) to get to the other thing (thing B) that lies on the other side of it.
  • "Thing B is beyond thing A, so we must first pass thing A to get to thing B"

The two sentences are mostly functionally similar, and I doubt that many native English speakers would be confused by either of them. That said, I would choose "behind", because I interpret the sentence to mean the following:

"There must be a creative idea hiding behind the suggestion."

or even,

"There must be a hidden creative idea driving this suggestion."
