Beginning of a letter of apology

Please advise me if the following is correct or not,

"It is with great sadness that we respond your Inspection report outlining the problems you have witnessed...... .... ...."

It's alright grammatically, except you should say respond to. It can sound a little bit dramatic though, depending on what you are talking about...
