Is it correct grammar to start a sentence with "I please need ..." as in "I please need authorization to sign the following form". If not, what would be the best way of stating this?

You could say, "With your help, I need......." if you wanted to make the idea of "please" more closely related to the verb. Otherwise, move it to the end of the sentence, and it will more or less stand on its own to indicate politeness.
When you say "I need", you are not giving any sort of command. You are simply stating your feelings. So "please", which is used to soften commands, has no place here. What you need, if you insist on using "please", is something like "Can you please give me authorization to sign this form?" or, more abruptly, "Please give me authorization to sign this form."
